An Outlaws Motorcycle Club member who pleaded guilty Friday to a gun charge has already been in jail for a good portion of what federal guidelines suggest for a sentence. Scott Barnes, 56, a union electrician whom prosecutors have described as a national enforcer for the Outlaws, has been in jail since December 2023.
