An international expert on the Hells Angels says a former Saskatoon cop’s ongoing friendship with an associate of the gang “is incompatible with his employment.”
Sgt. Alain Belleau of the Quebec provincial police provided an expert opinion Tuesday on the circumstances around the March 2025 firing of Sgt. Robbie Taylor. The veteran officer is appealing his dismissal at a hearing underway this week in Saskatoon before independent hearing officer Ronni Nordal.
“It is my opinion that Sgt. Taylor’s relationship with (the associate) is incompatible with his employment,” Belleau wrote in his report.
“His past actions are problematic, and he has chosen to maintain that relationship even if he is aware of his links to the Hells Angels and that they are a criminal association.”
The identity of the biker associate is protected by a publication ban.
Belleau testified his main concern from reading the disclosure provided by Saskatoon police is not the possibility of corruption. Rather, he said it’s about the erosion of trust with officers and confidential informants that would impede the ability of other officers to do their jobs.
“Information could be released to (the associate), and eventually to the Hells Angels and other targets of investigations,” he said.
Belleau said that a combination of factors came into play in his assessment.
In 2023, Taylor tried to intervene when another officer was giving the associate a ticket after a traffic stop. He had gone on a vacation with the associate and accepted an expensive watch as a gift.
This was happening while the associate was an active supporter of the Hells Angels, with access to their restricted clubhouse, and was making vehicles available to out-of-town members when they came to Saskatoon.
“Sgt. Taylor doesn’t seem to consider this relationship problematic,” Belleau said.
Under cross-examination by Scott Hopley, one of Taylor’s lawyers, Belleau said he did not see any evidence of corruption in the material he reviewed, or any evidence that confidential material ended up in the hands of Hells Angels.
Belleau said it did not appear the associate was in the Hells Angels recruitment program, or personally involved in any criminal activity.
The hearing is scheduled to run all week
